Council looks at water rates

GARFIELD -- City Council members approved a request from Mayor Gary Blackburn to contract with Hutchens Construction Company for a double chip and seal on Tall Oaks Lane.

"It came in more than we budgeted," Blackburn said, explaining that he attempted to get bids from other companies and even called a representative from Benton County, but was repeatedly told to call Hutchens. He said it was $35,000. "There are three companies in Northwest Arkansas that do chip and seal. I called every contractor that was listed."

Questioning the legality of the action and stating that a city ordinance requires seeking bids on any item for more than $20,000, alderman Katherine Shook voted against the motion.

Council members agreed to meet in special session for two discussions -- one with Waste Management to see if they could decrease the cost to the city residents if they cease curb side recycling and secondly, to discuss increasing water rates.

The council will meet at 6 p.m. Tuesday, March 28, to consider the water rate increase.
