Shaking hands with neighbors and friends, Billy Ryan walked through the crowded community room during the NEBCO Chili Cook-Off lunch. Ryan, 81, a native of Garfield, moved away from northwest Arkansas for his career and retired here in 1990. He was a meterologist in Wichita, Kan., for 20 years. Why he came back? "It's home. I had a brother here. I like here," Ryan said.
