Sewer project begins

Plans for construction of the new wastewater treatment plant are proceeding after a special City Council meeting Monday afternoon.

Two council members (Ray Easley and Lance Sanders) and Mayor Jackie Crabtree authorized a resolution to hire McClelland Consulting Engineers for the design of the plant. Two council members were not present.

Ken Hayes, water/wastewater superintendent, said a lower interest rate was agreed upon than was originally discussed decreasing the rates from 8 percent on design and 4 percent on inspection to 7.25 and 3.75 respectively, making the overal rate 11 percent instead of 12 percent.

The contract includes a work schedule which provides for phases of the design to be presented over the next several months with 100 percent of the design to be presented to the city, the Arkansas Department of Environmental Quality and Arkansas Department of Health by Jan. 20. Bid opening will be 30 days after ADEQ approval is obtained.

The topographic and record survey services will cost $30,000, construction surveying will cost $100,000 and the preliminary estimate of probable construction cost is $5 million.

"The only thing we really need to look at," Hayes told the council, "is to get interim financing for the engineering. We typically do that just to get the project going."

Hayes said he had checked on rates from both Arvest and Community First and said he'd discuss that with both the mayor and city clerk to begin the financing.
