GARFIELD -- With the proposal of a liquor store being built in Garfield, city officials will need to appoint an administrative officer to administer the provisions of Ordinance 64 to oversee the store, according to Mayor Gary Blackburn. Ordinance 64 was adopted April 4, 2000, Blackburn said.
