Vice Commander, Order of the Purple Heart Charles "Chuck" Adkins, retired major, U.S. Army Airborne Brigade, presented a plaque to Garfield Mayor Gary Blackburn, who read the Purple Heart Proclamation at the June 12 City Council meeting.
