Bid proposal for Dog Pound services

• $1,000 monthly retainer;

• Police Department to post all dogs on their social media sites;

• Animals will be boarded for five days after posting;

• City will pay board at $17 per day for five days plus any additional days kept before posting;

• Animals will be treated for fleas and ticks as soon as possible on arrival at a cost of $15;

• Animals will be given a basic exam (visual check, temperature, microchip check, internal parasite exam) as soon as possible after arrival at a cost of $25;

• No treatment will be initiated for the five days after social media posting unless it is approved by the city, approved by the animal's owner, if life-threatening conditions exist, euthanasia may be done at the discretion of the city or clinic with all costs incurred borne by the city;

• All claimed animals will have to have current rabies vaccination before leaving the clinic. If no proof, the clinic will vaccinate and charge the city $10.

• If an animal is not claimed after the boarding period, the animal may be euthanized and disposed of; the can animal be adopted using a form devised and furnished by the city with a copy going to the city, to the clinic and to the adoptee.

• The city, at its discretion, may require or offer microchip ID, and or require an adoption fee.

• No animal adopted will be released until vaccinated for rabies, and DA2PLPV, if age permits. Animals will be wormed by the clinic. If adopted by a bonafide humane organization, this clause may not apply.

• After initial boarding or holding period, animals will be kept for another five days in an attempt to adopt. City may at its discretion adopt animals out at any time. The extra holding period will be billed to the city at $10 per day.

• After this 10-day time period (10 days after social media posting) the city will relinquish control of the animal to the clinic or to a humane organization.

• At this point, records of the animal will become private for either entity and will not be a matter of public record.

• The city will hold the clinic, its employees, associates, or affiliates harmless. Any adoptee, including humane organizations, will also hold the clinic, its employees, and affiliates harmless.

• Cost of euthanasia and care of remains will be $70 to the city.

• This will be a five-year contract with stipulation that either party may cancel this contract at any time, for any reason, with notarized written notice to the other party.
