Questioning whole truth

Re: The Pea Ridge School food service
Mr. (Rick) Neal, who got a $16,000 raise, could brag on Mr. (Keith) Martin. I doubt the food service workers will. Mr. Martin says he saved money by using commodities. It's no secret how he cut expenses. By taking an hour a day from workers cutting some cafeteria workers by $500 a year. He thought they were over paid.
Sandy Button wants the children fed. Does she think the food service workers should be paid a decent wage? (They prepare the food.)
I wonder what is the whole truth?
Most days, workers can't even take their 15 minute break which is required by law.
