Pursuant to federal law, Gov. Beebe issued a proclamation declaring that the United States and Arkansas flags were to be lowered to half-staff on Oct. 22, 2010, to honor Marine Lance Corporal Irvin Martin Ceniceros of Knoxville, Ark. He was killed in action in Helmand Province, Afghanistan. The proclamation can be viewed on line at arkansas.gov.
